NSW Opposition to 'review' land tax
'Mr Souris said that a tax review panel would be asked to outline alternative systems of land valuation as well as examine valuation practice and methods used. This might include dumping unimproved land values in favour of improved values as the tax base."The review will determine a fairer basis for land tax. It is clear the current system is outdated, unfair and unworkable. We need a better system," he said. "Land tax is also the only major NSW tax where the State Government has significant control over the tax base, through the Valuer-General and the State Valuation Office."'
Every valuer worth his salt will tell you that it is easier to value site value than improvements, because site values follow a regular pattern, whereas improvements will have to be individually inspected. The rent-taking class detests land value taxation because they understand that it strikes directly at the heart of inequality and unearned incomes. Hence the ceaseless media/political campaigning against the land tax, which does not have a counterpart in favour, because the media are owned by corporations and economists are enslaved to the landpower. But even the conservatives will find it hard to substantially alter the tax because as Mr Souris himself admits, it is the only tax base over which the State Govt has significant control; and it is also a efficient and effective means of raising badly needed revenue.
